You may be aware that the Central Council of Church Bell-Ringers (CCCBR) has recently updated and expanded its guidance on ringing in towers that fall within the Government’s Tiers 2 and 3 Regions.. You can find this here:

The key issue here is that, while the CCCBR acknowledges that it cannot ORDER anyone not to ring, it still advises caution. As it states,
“We are still not advocating ringing in Tiers 2 and 3.”
